Qatar’s Role in Congo Peace Agreement Emphasized by Local Newspapers

Doha: Qatari newspapers have dedicated substantial attention in their Sunday editorials to the State of Qatar's announcement regarding the signing of the Doha Framework for the Peace Agreement between the Government of the Democratic Republic of the Congo (DRC) and the Congo River Alliance (M23 Movement). The papers highlighted that the agreement's significance is not only rooted in its provisions but also serves as a reference framework guiding a wider peace process, following both parties' commitment to implementing a package of detailed protocols and annexes in the upcoming phase.

According to Qatar News Agency, the newspapers noted that the primary challenge lies in the implementation of the agreement, which requires sustained international efforts led by Qatar and the United Nations to enhance oversight and support reconstruction efforts, thereby preventing a return to the cycle of violence that has affected the Congolese people for many years.

Locally, newspapers spotlighted the convening of the National Development Forum: Social Development Pillar, under the theme "Sustaining Prosperity in Qatari Society." This event serves as a national platform to discuss social development, including the roles of family, society, and national identity in bolstering national prosperity.

Al-Sharq newspaper, in its editorial, stated that the signing of the Doha Framework marks a new milestone and confirms Qatar's growing role in promoting peace and resolving conflicts through dialogue. The agreement is viewed as a significant achievement that reinforces the momentum generated by the Doha Declaration of Principles in July 2025, establishing a sustainable political and security trajectory in a historically unstable region.

The newspaper emphasized that the importance of the agreement lies not just in its content but also as a guiding document for a broader peace process. The parties have committed to implementing a range of detailed protocols and annexes, including establishing a ceasefire, setting verification mechanisms, facilitating humanitarian aid access, and supporting national dialogue tracks. These steps underscore the seriousness of both sides and provide the political process with much-needed institutional depth.

Al-Sharq highlighted the Doha Declaration of Principles as a turning point in restoring confidence between the parties and steering them toward a peaceful resolution. The framework agreement is seen as a starting point, with further negotiations anticipated to address sensitive issues and convert political commitments into concrete realities for the people of eastern Congo. The agreement also underscores Qatar's role as a symbol of peacemaking and a key player in achieving stability in crisis areas globally.

Al-Arab newspaper also focused on Qatar's announcement of the Doha Framework for the Peace Agreement, which follows months of intensive talks hosted by Doha, adding to Qatar's record of mediation efforts to mitigate global conflicts. The newspaper noted that the framework agreement builds on the momentum from the Doha Declaration of Principles, which laid foundational rules for a ceasefire and dialogue process.

Al-Arab explained that the new agreement, encompassing eight key protocols, provides a roadmap for monitoring the ceasefire, releasing prisoners, protecting civilians, restoring government authority, ensuring the voluntary return of displaced persons, and addressing the conflict's root causes.

Concluding its editorial, Al-Arab acknowledged that while the agreement represents a significant step forward, the greatest challenge lies in its implementation. Success requires persistent international efforts, led by Qatar and the UN, to strengthen oversight and support reconstruction efforts, preventing a return to the cycle of violence that has plagued the Congolese people for many years.
