Qatar Launches Digital Skills Framework to Propel Digital Transformation

Doha: Qatar has unveiled its ambitious Digital Skills Framework, a strategic initiative aimed at propelling the nation's digital transformation efforts. This pioneering framework is designed to serve two distinct groups: individuals and organizations, as explained by Duha Al Buhendi, Director of the Digital Society and Digital Competencies Department at the Ministry of Communications and Information Technology (MCIT).

According to Qatar News Agency, the framework targets individuals such as professionals, employees across various sectors, students, graduates, job seekers, and members of the public who are keen on enhancing their digital skills. On the organizational front, the initiative caters to both government and private entities seeking to boost digital readiness and improve employee capabilities. Educational and training institutions are also included, with the framework assisting them in integrating digital skills into their curricula and academic plans. The framework enables these groups to assess their digital skills, identify gaps, and pursue a guided learning journey towards a competitive digital future, with solutions tailored to each category's specific needs.

Al Buhendi detailed the structure of the initiative, which is founded on a comprehensive organizational framework consisting of four main groups that branch into 19 skill categories. This structure covers various aspects of digital proficiency, ensuring an inclusive and integrated approach to digital capacity-building at the national level. Key skill areas include digital behavioral skills, which are crucial for effective performance and adaptability in digital environments. These skills encompass digital communication and collaboration, cybersecurity awareness, creative responsibility and innovation, self-management, learning, and development.

The initiative also emphasizes core technical skills, focusing on activities related to systems, networks, software, hardware, emerging technologies, data, hyper-automation, and artificial intelligence. These skills support the development of AI-driven solutions, enhancing efficiency and improving decision-making processes.

Furthermore, the framework highlights enabling technical skills, which are vital for advancing core digital and IT processes across digital marketing, user experience, project management, digital enterprise operations, technology management, digital strategy, and talent development.

Al Buhendi concluded her remarks by outlining the framework's competency levels, which classify 115 identified digital skills into four stages: Awareness, Knowledge, Ability, and Transformation. This classification aims to ensure a structured and progressive development of digital capabilities, from awareness to mastery and the ability to lead digital transformation within organizations.

With its advanced digital infrastructure and commitment to adopting cutting-edge technologies, Qatar continues to launch innovative initiatives aimed at reshaping the national technology landscape and enhancing digital competence across society.

In this context, the country places special emphasis on promoting digital literacy and raising awareness of cybersecurity and responsible technology use 'ensuring a safe and inclusive digital environment for all segments of society. The "Digital Skills Framework," launched by the Ministry of Communications and Information Technology, represents a strategic step toward empowering individuals and organizations with modern digital skills. It supports Qatar's national digital transformation and aligns with the Qatar National Vision 2030, while also enhancing the global competitiveness of the national workforce.
