Syrian Government Initiates Reactivation of State Institutions in Northeastern Regions


Damascus: Syrian Minister of Local Administration and Environment Mohammad Anjarani affirmed that the Syrian government has commenced practical steps to reactivate state institutions in the northeastern governorates, particularly in Raqqa, Al-Hasakah, and the eastern part of Deir ez-Zur, highlighting their priority due to existing service and administrative challenges after years of being outside the state institutions’ scope.



According to Qatar News Agency, Minister Anjarani announced the appointment of a new governor for Raqqa Governorate, with plans to appoint a governor for Al-Hasakah soon, as part of the full relaunch of state institutions’ operations. He emphasized the government’s strategy to complete existing service and administrative infrastructures while developing positive aspects and addressing errors to improve services for the population.



Government teams have been dispatched to the eastern governorates to activate key files, primarily focusing on reactivating administrative units and local councils, which are crucial for providing daily services to citizens. Efforts are underway to integrate these councils into the governorates’ administrative structure to ensure institutional work’s regularity.



Anjarani highlighted the real estate records file as a priority due to ownership sensitivities among residents. He reassured that Raqqa Governorate’s real estate and ownership records were preserved from sabotage, with ongoing efforts to secure them in other regions. Additionally, the Ministry aims to restart essential services like bakeries, primary health centers, and service centers while activating unavailable services.



The Minister outlined the Ministry’s vision for the next phase, based on empowering local communities through local councils that genuinely represent the population. The Ministry is focused on strengthening administrative decentralization and establishing administrative units and local councils with genuine representation, supported by necessary government assistance to perform their tasks. The goal is to foster a partnership between the state and local community in managing service and development matters.



Anjarani further mentioned the digital transformation project as a fundamental pillar in the Ministry’s reform plan to digitize municipal services, reduce paper approvals, and minimize direct citizen-employee contact, expediting transaction completion. The Ministry is also reviewing laws and regulations to simplify procedures, aiming to establish a national real estate database that preserves property rights and enhances legal and social stability.
