Qatar Engages in Universal Postal Union’s Strategic Sessions in Switzerland


Berne: The State of Qatar is actively participating in the Universal Postal Union’s (UPU) Council of Administration (CA) and Postal Operations Council (POC) sessions, which are being held from February 17-28, 2025, in Berne, Switzerland. The Qatari delegation is led by the President of the Communications Regulatory Authority (CRA), Eng. Ahmad Abdulla Al Muslemani.



According to Qatar News Agency, the CA sessions are concentrating on the Development Cooperation Policy, which aims to bridge global postal infrastructure disparities through targeted initiatives and capacity-building efforts. Concurrently, the POC sessions are strategically aimed at supporting postal service providers in modernizing and upgrading their products and services, with a focus on the operational, economic, and commercial aspects of the postal business.



In the CA session, Qatar co-chaired Committee 4 on Development Cooperation and Technical Assistance alongside Belarus. The discussions addressed critical areas such as resource mobilization, compliance with the United Nations Sustainable Development Goals, disaster risk management, and strategies for bridging gaps in postal services.



Eng. Ahmad Abdulla Al Muslemani emphasized Qatar’s commitment to aligning national postal policies with global standards, stating, “Our leadership in these sessions reflects Qatar’s dedication to driving innovation and sustainable practices. We are contributing to a resilient global postal network and enhancing the efficiency and quality of postal services for consumers in Qatar.” He highlighted the recent achievement in the Qatari postal sector, where the CRA awarded the first postal license to Qatar Postal Services Company (Qatar Post) as the Public Postal Operator in January 2025, marking a significant milestone in fostering a competitive and innovative postal environment.



Qatar’s involvement in the UPU dates back to 1969, and the country has been influential in promoting robust and inclusive postal services globally. As a key member of the CA, Qatar continues to play a pivotal role in addressing policy, regulatory, and strategic issues to advance global postal systems.
