Doha: The State of Qatar has been actively pursuing strategic interests with the Russian Federation, as evidenced by its participation in the St. Petersburg International Economic Forum 2021. The forum, which featured substantial Qatari involvement, served as a platform for enhancing cooperative relationships between the two nations. Over 60 agreements and memorandums of understanding were signed between Qatari and Russian entities, focusing on business, investment, trade, sports, tourism, and education.
According to Qatar News Agency, the 5th Session of the Qatari-Russian Joint Committee on Trade, Economic, and Technical Cooperation was held in March 2025 in Doha. This session was co-chaired by HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani and HE First Deputy Prime Minister of the Russian Federation Denis Manturov. Discussions centered on the economic, trade, and technical collaboration between Qatar and Russia, exploring ways to further these partnerships.
The bilateral relationship is underpinned by numerous agreements that have significantly enhanced cooperation across industrial, trade, investment, economic, energy, and infrastructure sectors. Political consultations and reciprocal visits at the ministerial level, along with engagements by trade and economic delegations, have been instrumental in advancing these ties.
Qatar and Russia's partnership extends to energy and gas sectors, as both are members of the Gas Exporting Countries Forum (GECF). The Qatar Investment Authority and the Russian Direct Investment Fund have also been pivotal in fostering investment collaboration. Qatar is one of the largest Gulf investors in Russia, with investments surpassing $13 billion across infrastructure, energy, and banking sectors.
Despite the growing trade exchanges, both Qatari and Russian sectors are striving for greater achievements, aiming to elevate bilateral cooperation and exploit the potential both countries offer. On a humanitarian level, Qatar continues its mediation efforts to reunite families affected by the Russia-Ukraine conflict, showcasing its commitment to peaceful conflict resolution.
In February 2025, Qatar successfully mediated the reunion of children with their families, as part of its ongoing efforts in this area. A scientific roundtable in Moscow, organized by the Russian Sputnik News Agency, highlighted Qatar's role in mediating global conflicts, including the Russia-Ukraine situation, and discussed the broader implications for Middle Eastern and Russian relations.
Culturally, Qatar and Russia have fostered a people-to-people connection, exemplified by the Qatar-Russia 2018 Year of Culture. This initiative showcased Qatari art and heritage in Russia and facilitated cultural exchange, enriching the understanding of Russia's cultural diversity among the Qatari community.
