Minister of Justice Unveils 2025-2030 Strategic Plan with Comprehensive Vision


Doha: HE Minister of Justice and Minister of State for Cabinet Affairs, Ibrahim bin Ali Al Mohannadi, emphasized the significance of launching the Ministry of Justice’s new strategic plan (2025-2030), developed within the framework of Qatar’s Third National Development Strategy. He noted that the ministry has adopted a comprehensive vision to achieve these goals, aligning with the wise leadership’s aspiration for Qatar to be a leading model regionally and globally by 2030.



According to Qatar News Agency, in his opening speech at the launch ceremony, His Excellency stated that the ministry has focused on strengthening institutional values to provide a clear and well-defined vision, delivering advanced and reliable legal services within an integrated judicial system. He highlighted that the ministry has adopted a scientific and systematic approach in designing its strategy to ensure full alignment with Qatar’s National Vision. This approach is based on a thorough analysis of the current landscape, identifying opportunities and potential resources while assessing future challenges and risks, all aimed at shaping an ambitious future vision in line with national aspirations.



HE the Minister explained that the ministry’s mission, as outlined in the strategic plan, is to offer legal services characterized by transparency and high efficiency, while fostering institutional and community partnerships that serve public interest. The strategy also prioritizes enhancing investment opportunities and promoting sustainable economic development. The strategic plan is built on a strong institutional framework, which includes fostering partnerships to enhance local and international cooperation, ensuring compliance and accountability through an effective governance system, and promoting sustainability through adoption of modern data-driven technologies to enhance service delivery.



The plan includes 27 strategic initiatives aligned with its core pillars and enablers, along with a set of performance indicators established to monitor progress toward achieving seven key strategic objectives. These contribute to 14 targets within the Third National Development Strategy. The plan aims to enhance the business environment, establish an efficient judicial system that upholds integrity, and strengthen public trust. Furthermore, the ministry emphasizes providing outstanding government services that enhance the quality of life for all residents in Qatar.



HE Minister Al Mohannadi highlighted that the Ministry of Justice’s strategy has drawn inspiration from the human development pillar of Qatar National Vision 2030. The ministry is committed to building distinguished human capacities in the judicial sector through leadership, innovation, and continuous education. This approach supports a cohesive society that achieves public benefit through constructive partnerships at local, regional, and global levels.



The launch ceremony included a video presentation by HE Undersecretary of the Ministry of Justice, Saeed bin Abdullah Al Suwaidi, who outlined the key features and objectives of the plan. He affirmed that the strategy focuses on strengthening institutional values by establishing a comprehensive framework that delivers advanced and reliable legal services within an integrated judicial system. The strategic plan places significant emphasis on developing national legal competencies and building human capacities in alignment with the human development pillar of Qatar National Vision 2030, including workforce development and enhancing readiness for the future.
