Doha: HH the Amir Sheikh Tamim bin Hamad Al-Thani has enacted Law No. 25 of 2025, which amends specific provisions of the Civil Human Resources Law initially laid out by Law No. 15 of 2016.
According to Qatar News Agency, His Highness has also ratified Cabinet Decision No. 34 of 2025, which modifies certain provisions of the executive regulations associated with the Civil Human Resources Law, initially established by Cabinet Decision No. 32 of 2016. These amendments introduce additional incentives and benefits aimed at encouraging excellence and enhancing the government work environment.
The new measures link rewards to performance levels, reinforcing the state’s commitment to boosting work efficiency and leadership within government institutions. They recognize contributions and achievements, encourage innovation and initiative, and promote the principles of responsibility and accountability. This initiative aligns with the state’s broader strategies for investing in human capital and fostering a knowledge-based, competitive economy that serves the public interest and benefits society.
Furthermore, the amendments introduce specific incentives to achieve a balance between work and family life, underlining a commitment to supporting family stability. This is seen as essential for building a cohesive society and advancing sustainable development, thus supporting the implementation of Qatar National Vision 2030 and aligning with the objectives of the Third National Development Strategy 2024-2030.
Both the law and the decision take effect from their issuance date and are to be published in the Official Gazette.
